Honest depth labels

California carries CDSS / WIC grounding. TX, NY, and FL are beta. Everywhere else: federal baseline. We do not claim a unique CWS manual for every US county.

UK/US mutex

US sessions never load Working Together or s.47. Evaluation stays in American CPS language so MSW faculty can trust the framing.
